The mobile operators require a serious capacity increase in mobile access network with the increased number of smart phones that support the applications such as mobile e-mail, video, online games which consume band width. Accordingly, the increased band width does not bring the same rate of revenue growth, although the number of mobile users has already grown more than the number of fixed users.

Operators seek different ways to reduce their operating expenses (OPEX) and to increase return on investment (ROI). To this end, the most reasonable way is to turn the existing networks into a single network that can provide all the services. There have been many different technologies such as TDM, Frame Relay and ATM in the infrastructures. Today, however, the approach to reduce the costs brings all-IP vision forward. IP NodeB and IP RNC, where LTE/EPC infrastructures are also supported, have been introduced to the networks.
